The Khyber Pakhtunkhwa Public Service Commission (KPK PSC) is a constitutional body established under Article 242 of the Pakistani constitution of 1973. The institution of Public Service Commissions was originally inherited from the British Government of India Act 1935, which provided for establishing Federal and Provincial Public Service Commissions under the Articles 264, 265 and 266. The functions of the KPK Public Service Commission as laid down in the NWFP (Now KPK) Public Service Commission Ordinance 1978 (Ordinance No. XI of 1978) are provided in the ESTACODE of Khyber Pakhtunkhwa on page 275. Briefly they can be summarized in the following manner;
The KPK Public Service Commission is constituted for the job of recruiting suitable candidates to the Civil Services of the Province and civil posts in connection with the affairs of the province in BPS 16 and above. The commission is also responsible for recruitment from BPS 11 to 15 in the following provincial departments (except District Cadre Posts);Apart from making recruitment, the Commission can also advise the Governor either on his request or on its own regarding;
- Civil Secretariat (through Establishment Department);
- Board of Revenue;
- Police Department;
- Prison Department;
- Communication &; Works Department;
- Irrigation Department;
- Industries, Labor &; Manpower Department;
- Health Department;
- Education department’
- Local Government and Rural Development Department;
- Excise and Taxation department;
- Food department;
- Physical Planning & Environment Department including Urban development Board; and
- Organizations, except autonomous bodies, under the Health and Education Departments;
- on matters relating to qualifications for, and method of recruitment to, services and posts referred to in clause (a)
- on the principles to be followed in making:
- initial appointments to the services and posts referred to in clause (a);
- appointments by promotion to posts in BPS-17 and above; and
- transfer from one service to another.
